Europe 2014 - Paris Bridge Locks

And ah yes, the locks. We had not yet heard of this before arriving in Europe, so it surprised us. Not welcome by all, though. Just out of the frame on the right, at the end of the bridge, was a guy that tried to sell passersby some locks but was quickly chased away by the authorities. I didn't understand...what could the harm be in selling something like a lock?

I hope I am not taking an intended joke too literally, but just in case, I have heard that the locks add an incredible amount of weight to the bridge that really messes with the intended physics.
